I have attached another doc with snippets of John Dewar's info. Four from the Annual Reports of the Survey Department and the last one is a letter by John Dewar from The Malayan Surveyor magazine.

There were the 'Dewar Commissions' of 1924, 1926, 1927 and 1931 (if I am not wrong). This accounts for the SG's 'directive' signed by John Dewar which you have found on the web.

In 1931, the title of Assistant Surveyor-General was changed to Deputy Surveyor-General. A new and separate Assistant Surveyor-General with lower rank than the Deputy Surveyor-General was also introduced in 1931 concurrently.

The Unfederated Malay States (before WWII) were Kedah (and Perlis), Kelantan, Trengganu and Johore. For survey purposes, Perlis was grouped with Kedah until the 1990's.
